Everything each loadout has, except for traits, can be purchased in town so if you didn't pick the hunter to start but want the repeating rifle you can just buy it once you have enough scrap.
I think the Ex-Cultist's "spirit" trait is the most useful out of the three options. Weapon mods are like active skills in this game so being able to use them more often is extremely useful considering how powerful they are.
There are no stat requirements to use equipment in Remnant 1 so you're 100% free to use whatever equipment best suits your playstyle. Trait points are also unlimited so you'll eventually be able to just max every single useful trait.
The Hunter (the long ranged one) has probably one of the better mods and weapons for starting out, but the Ex-Cultist has a great mod, great armor for mod based builds, an acceptable weapon, and a great starting trait.
