It's good if you have to get hit. If you have the material to make best to just make it. Scrap is usually abundant.
Like Clail said, it is good if you plan to get hit a lot. It is also somewhat good in very specific situations. Early on though, I'd probably skip it if you are hurting on materials/scrap (I forget if you needed anything other than the drop and scrap). You are better off just avoiding getting hit in the first place.

Later on, I believe it can be useful for a certain boss that tends to stagger if you aren't used to the mechanics or can't be bothered with the mechanics.

What else could be the plan? Being hit a lot is inevitable in this game where rolling a couple times and running, you're already fully depleted of stamina. Movement is really clunky, they should definitely rework the movement in the game.

Lol what? How is the movement clunky? I feel like running around in this game is a heck of a lot nicer than most other games I've played.

Huh? Not everyone feels that way. You have to manage your stamina, but you can totally avoid getting hit. In fact, there have been times where I had to avoid getting hit because getting hit would have wiped the party.

Note: traits make a huge difference, so for players that have maxed out traits, they will likely be able to dodge more due to the increased stamina, increased regeneration, and decreased costs.
