I mean you can improve it slightly, but if you're looking for melee this ain't the game chief. Sorry to burst your bubble if that was the hope.
Some bosses, especially later in the game, can't be physically reached so a 100% melee run is actually impossible. And you cant attach mods to melee weapons. All in all, the game fully revolves around shooting.
Melee seems to be modeled after more modern combat. In other words, a melee weapon is a last resort item or at the very most, something you use to converse ammo. It's just not that good. It's most definitely not balanced in a way for you to completely ignore your primary weapons, and I understand that.
At the end of the day, I wouldn't say that melee is an afterthought, but just not meant to be primary means of combat for this game. Shooting is.

what synergies? there's only 3 options in beginning of game. the time it takes a person to run up to an enemy i usually already one shot the enemy.
if you're talking end game synergy thats like 10% of game. running to enemy is missed dps.
If you get a certain mod that makes you resistant to staggering, you can shred bosses if you activate the perfect dodge proc. That said...yeah, main focus is on guns. You can't even hit some bosses with melee.
Would make melee build more fun and viable.
But I guess they would program monsters parry animation, even Boss ones.
One downside is it will make the encounters much more easier with this so I am also kinda glad that it has none of those things.
The Surge 2 will satisfy my urges with that one.
