And there is alot of nonsense up in here. The amount of misinformation is almost criminal.
When playing co op, the areas will not scale beyond the host's gear score +3.
There are reasons to upgrade to +20. When a melee and a ranged weapon reach lv 20, you respectively unlock 2 new traits. If you plan on playing melee, upgrading to +20 will help a lot with the life leech from Leech Ember or Twisted set. Also one of the new amulet you get from hardcore will be greatly benefited by a +20 weapon. Finally if you plan on playing coop, having a +20 char will make it easier as most others will also be +20.
Traits do not affect scaling, if that's what you mean. Enemies scale only with gear score, which is a weighted average of your equipment's level. That's why you actually do get stronger even though enemies level up with your gear and have their health increased disproportionately. Traits and new items make all the difference.
Also each trait only goes up to 20, so you can't for example keep leveling health.
