About Flicker Cloak's Change.
So, went and used the new one, and was immediately disappointed because of one huge, glaring flaw in the skill and the way it behaves; The 10 second timer IS your HP pool. It drains down, every second, meaning every single second is 10% of the shields HP gone. Every attack cuts seconds off of it, meaning it lasts for around 3-4 seconds after getting hit once. Hold on now.

Howlers Immunity is 25% for 30 seconds, and affects your allies. Always lasts for 30 seconds.
Black Tear barrier is 10 seconds, and in the right scenarios, stops everything. Always reliable for 10 seconds.
Flicker Cloak is unable to do the one thing it is supposed to do- keep YOU safe. Not your allies, just you. For more than one blow or, if lucky, one combo.

I do like being able to use it immediately without staggering- A good change all defensive skills should realistically have regardless. But, if you are planning to get hit, use Howlers. If you try to use this as a reaction, you are only going to stop the followups to getting clubbed 80% of the time. You could also just... roll.

Im all for cutting that silly timer down it used to have- 60 seconds was a ton, but it also drains faster when taking damage. However, it retained that, and with 10 seconds being the new one, is borderline useless. I've seen someone defend using it, though its charge is massive and timer is tiny, so my question to them- Why not use Howlers? Assuming you get hit 4 times during Howlers or any allies are hit a total of 4 times, doesn't it just win outright every time? I can't think of any one shot attacks Flicker is going to eat that were not 100% avoidable to begin with; Exception being "For Da Queen" followed by a hammer to the face.

Am I missing something? Or am I using it wrong?

Flicker cloak is supposed to be an emergency 'oh ♥♥♥♥' button, not a crutch anymore.

Ah guess i never noticed that the sheid used to drain previously. Well that makes the suggest i made on the other post silly since i had suggest a draining sheild as an alternative to the sheild length being cut as much. This means the skill might actually just be useless now since i;m pretty sure it has a pretty long cast time which means you can't use it during combat since you would die during the animation.
