It'd also be neat to see NPCs start populating the lower levels of the Ward when the player completes the mini-puzzle to open them up. It'd be a nice little touch to show the player's impact.
It'd also be neat to see minor friendly NPCs from other worlds migrate into the Ward as the player clears their chapters. The girl at the gate in Rhom, for example. She's not a merchant, so moving her wouldn't mess with the player.
I have seen people sacking the important resources because they are rich on scrap, etc. Even buying the very few Simulacrum she sometimes has available.

True, but at the same time if customers and current players see added content, or even monthly added content, they are more likely to sell a game later down the road then just when the game first comes out. This game has A LOT of potential, and it would be a shame to see it not fully taken advantage of, because they truly could have a gem here. It could be free content, like armor sets or new weapons, or paid content, which adds campaigns, because oddly enough when you go to reset the campaign, it gives you a choice to pick the only campaign.. another thing that makes me think they have DLC planned for release... otherwise.. why let you choose the only option there? lol.
would be nice if they react to the end boss kill, but how should it work on bosses in other worlds, they never even heard of them, and why should a npc give me a quest in an area, when he doesnt know that this area exist. (mean npcs in ward 13, if you mean other npcs in other worlds just ignore this post :D)
Oh, man...that's a good idea! Some bosses are memorable, and I wouldn't mind having a space to show off my achievements, or play Cartel with the arsenal I unlocked but never use (honestly, I only use the hunting rifle or shotgun...and never ditched my Spitfire when I unlocked it...that flamethrower is too good to replace...it's devastating, and real easy to fill up).

Depending on your world generation you could even have specific things you can only find in certain playthroughs.
That theme is immediately cast aside as soon as you enter. They never leave. And they're never attacked again. Another huge plot hole the size of yer mum. Shwacked!
