Oh Hell no. Im no Meta player. I build the craziest ♥♥♥♥ in PoE for example, just to have Fun. I simply talked about usefullness, its 100% ok to play summoner and have fun with it.
You came off as a meta chaser by dismissing other builds because "they're weaker"

Now, to answer the real question, summons aren't affected by buffs from rings, but they do trigger some of the rings effects for the player.
For instance, Leech Embers work with Root Hollows and Tentacles and will restore health for the player when they hit stuff in melee. Temporary buffs that increase critical chance or damage will trigger for the player if summons kill the target with the requiere conditions but they won't be affected by those buffs.
This is just from my experience;
I personally find the skulls handy to have around as Range support, they do the most damage but have a tendency to miss so not as reliable but they are extremely mobile and hunt down enemies.
The Rolley’s deal second highest damage per hit and are amazing to have if your going close range with a shotgun/melee build. they tend to intercept melee enemies which is nice but the games agro is still weird so enemies tend to ignore them :/
Turrets! They are situational, they have the highest dps and will deal the most damage if they sustain it long enough. I personally wouldn’t use them for mobs but rather for tougher enemies such as bosses. Having all members use them can be a lot of fun and can destroy bosses (with players dealing damage as well of course). BUT BE WARNED if you stand in front of them they will damage you.
Rattle weeds another situational summon. Personally not worth the time, it’s supposed to act as bait and attract enemies which is does but it has very little health at the moment so it never lasts long.
Tentacles, a melee tower. Love the idea but never see it get enough attention as enemies will walk pass it to get to you. The jungle god pistol is decent but the mod is honestly a gimmick. They deal decent damage and would be cool if enemies agro’d onto it but sadly they do not :(
I like to go into battle with at least one summon simply to have as support and if you have the Soul Anchor Amulet, it keeps the summon out for 50% longer and gives you a nice little damage buff depending on how many you have out.
