Bandit set nerfed?
Did something happen in the last few days? I just got back on after taking a break for a few days and, between the Bandit/Devastator build and the boss I was fighting, I reloaded like 90% of the time. This is the damn opposite of what this build does...

It could just be RNG, just like it was RNG that the 35% chance procced 5 times in a row for me last night.
Try and play a bit longer to see if it wasn't just a bad luck streak.

Bandit set was not nerf, they are still what it is. What they did is fixing the interaction of Devastator with it, all 5 hit are count as one shot now instead 5, though each enemy hit with devastator shot is count as 1, more enemies hit equal more proc chance

That patch isn't live yet.

This is the most likely answer. There's also the whole thing about latency causing issues with the Bandit set that's being fixed next patch.

Also they are making it so you get the 35% chance on a per enemy basis, so shooting multiple enemies with a burst or with a shotgun will grant you multiple chances to return ammo. Just not against single targets.

The single piece passives are going to be a thing too, so mixed armor would be quite viable if you are creative or looking for a specific set of abilities.

Actually when I answered I did not even know of the broken interaction between the set and the weapon, so it could be I was wrong.

You're not. Even with the broken interaction there are times when the dice are not in your favor. And there are times when the combination won't stop proccing. I've experienced this both online and offline.

And then there's of course the latency issues with the Bandit set that are being fixed next patch as well. In any case, the answer to the OP is quite clear. The Bandit set hasn't been nerfed because a patch hasn't been released yet doing so.
