Why is alot of people salty about Billie lurk?

Personally because i'm not all to interested in a visual mix of Kano and Fouriosa and the forgone chance of it having 2 protagonists (with 2 different, but interesting skillsets). And it feeling a bit like using a missed old character (Daud) to advertise the story of quite boring sidekick character, no one ever really missed or asked for... Then again i'm happy for it getting some continuation.

Oh and i guess there are some salty because of them feeling it's just 'another' token character, which won't be written interestingly enough or something.

Had this been a full on new game, I'll bet they would have done choice of protagonist thing here too. But it's just a stand alone expansion. And fortunately, if the visual appeal of the character is a hang up for you, playing as them means you probably wont ever actually see more than their hands.

Also, in past Dishonored games, the NPCs have done as much or more of the talking than the player's character, so I doubt Daud will be terribly sidelined by you playing as Billie.

Yep. They didn't give Billie enough character development in the first two games, though I guess it's a good time now. We've seen third person development twice, time for first person.

I've got no problem playing as Billie, but I wish we were able Daud, Corvo or Emily instead, mainly because ever since the first game's dlc Billie has just been boring as hell to me.

They don't have much of a grudge against The Outsider. And besides, personal opinion here, I hated both of them.

Wouldn't make sense for Daud to be playable. In the end of Brigmore Witches, he himself stated he had enough killing. Billie on the other hand... she has some stones left to unturn. All she needs is someone to give her direction.
