Report a translation problem
You can technically just create a dummy text file and call it "libEGL.dll" and that will solve the issue, although as in your case you'll get an error message about libEGL.dll not being a proper DLL file on launch before the game window shows up.

I've been trying to get this thing to launch for months! I used the .dll that Aemony linked to and placed it in the proper folder and it booted up (with no errors)!
