I read on th forums it happens in international versions too, and someone suggested changing the game to english to fix this bug...not sure if it works, but you could try that also.

I finally figured out what's causing it, and this makes me smh at Square Enix's developers. You see, in my language, an empty space is used for grouping large numbers, for example, one million is "1 000 000". This bugs the game out, since it's expecting a comma to group the digits (e.g. one million is "1,000,000"). To fix this, you'll need to set comma as your digit grouping symbol in your language options.

The easiest way to fix this:
1) Open your Windows' Control Panel.
2) In "Clock and Region", click "Change date, time or number formats".
3) In the Formats tab, under Format, change your current language to something like "English (United Kingdom)" or "English (United States)".
4) Press Apply.
5) Run the game, and the shop bug should be fixed.
6) When you've quit playing, go back to the Formats tab, and choose the language you were using before.

Alternatively in 3), you can go to "Additional settings..." and do one of the following:
either
a) change the "Digit grouping symbol" to a comma (,)
OR
b) change "Digit grouping" from something like "123 456 789" to "123456789".

Changing digit grouping works like a charm.
Odd that the game reads from system settings. Many languages use a decimal comma, not a decimal dot.
