As Nemesys mentioned above, extending existing properties with the Architect tool, or building them from scratch on empty plots, is the easiest way to make a profit, but you need the Farm DLC for that.
Does your wife have the Game Over achievement yet? It allows to re-do properties she's renovated before.
All Farm, Pets, HGTV and Garden properties, all non-apartments in Luxury and over half the base game ones are Architect tool compatible.
Yep and also need about 2 million to build the 3 floors, so if a player doesn't have that they just can just build smaller sections up to the money they have, sell it and repeat the process with that profit until they can do 3 big floors
