What type of system do you have? Researching your problem, this error most often occurs with an incompatible video card, or a video card that doesn't meet the minimum specs. If you have dual video cards, like an onboard intel video card and a discrete GPU, the game could be sensing the intel card instead and throwing the error.

I am having the same issues. Running I5 750 at 2.67, ATI R9 390 and 16 gigs of ram.
Won't even start in Safe mode.

Which turns out, that I probably have to upgrade my CPU.
But I'll try to overclock my cpu first.

Here are the specs from the Bethesda website.

The system requirements for Wolfenstein II: The New Colossus on PC are as follows:

Minimum:

Operating system: Windows 7/8.1/10 (64-bit OS required)
Processor: AMD Ryzen 5 1400/AMD FX-8350/Intel Core i5-3570/Intel Core i7-3770 or better
Memory: 8 GB RAM
Hard disk space: 55 GB free HDD space
Video: AMD Radeon R9 290 4GB/NVIDIA GTX 770 4GB or better
Recommended:

Processor: AMD FX-9370/Intel Core i7-4770 or better

Boosted my CPU and still no change. By rights, it should be working.

This is what I get now, when startup happens.

Went to the faq and tried a few things.

So far, I was able to start it in safe mode.

This is from the faq, that might help you out.

I'm receiving a crash dump error
There can be different scenarios for receiving this error. First, be sure that you have the minimum specs required -- we've seen a lot of reports of this occurring with some laptops and other computer that do not contain at least the minimum specs. Also be sure to download the Iatest patch. This has resolved the issue for users playing in territories such as Japan, Bahrain, Kuwait, Lebanon, Oman, Qatar, and Saudi Arabia.
• If you have hardware that meets minimum specs, but you have out of date drivers, please update your drivers and restart the game to see if that helps.
• If your hardware meets the minimum specs and your drivers are current, try to disable async compute from the advanced graphics options settings.
• Run the game in safe mode or exit the game, delete the config file and restart the title (config file lives here: C:\Users\Username\Saved Games\MachineGames\Wolfenstein II The New Colossus\base\Wolfenstein II The New ColossusConfig.local)
• Close down all applications running in the background
• If you have a supported i5 or i7 CPU, exit the title, disable igpu before playing again

If you continue to encounter any issues, please contact our support team and provide your dxdiag so we can work to troubleshoot further.

Update Your Graphics Card Drivers

To ensure you are getting the best performance out of your graphics card, you can download and install latest drivers (based on manufacturer) here:

AMD: http://support.amd.com/en-us/download

NVIDIA: http://www.geforce.com/geforce-experience

Set Your Primary GPU and Power Settings

If your machine has multiple GPUs (such as many laptops), you should ensure your video driver is selecting the correct GPU for Wolfenstein II: The New Colossus by opening either the NVIDIA Control Panel or AMD Catalyst Control Panel and ensuring that Wolfenstein II: The New Colossusx64.exe is making use of your primary GPU.

You can find instructions for your relevant graphics card manufacturer here:

AMD http://support.amd.com/en-us/download

NVIDIA http://www.geforce.com/geforce-experience

Power saving features will sometimes override high-performance profiles to save battery life. When the computer attempts to save battery life, it will switch to the integrated card because it does not require as many resources to run.

You can resolve this by following the process below:

Press the Battery icon in the notification area of your taskbar.
Select More power options... and then expand the Show additional plans section.

Select High performance and then close the window.
Plug in your power cable to ensure that your battery does not run low while playing.

Get the Latest Version of DirectX

You should ensure you have the latest version of DirectX by downloading and installing:
https://www.microsoft.com/en-us/download/details.aspx?id=35

Change Wolfenstein II: The New Colossus's In-Game Settings

You can improve performance by making changes to the game's in-game settings. To do so:

Open Wolfenstein II: The New Colossus and navigate to the main menu.
Navigate to Settings, then Video.
Lower the Resolution.
Change the Anti-Aliasing settings.

Hope this helps.

I have a pretty solid rig which meets all the requirements and drivers, but I was still receiving the Crash Dump error as well. I set the game to run in Windows 8 compatability mode, and voila, running no issues. So, maybe give that a go.
