I've checked similar posts and they all have old rigs or graphics cards that don't meet the requirements. Never saw somebody else posting this with an RTX 2080TI like me. It should not display this message unless I'm actually running out of VRAM right?

I'm no tech/pc expert, but it can be some "memory-leak" (in the game) of some kind (some of these postings refer to that). These links just shows that the game "pop-up" bug messages.
If your other games runs fine (no pop-up message) and you only got it from this game (and it runs fine) i see no point to worry but it's up to you. You can also run/find some SW to check the status of your pC if you are really worried.
You got 11GB Vram, game say it needs 4 and some players say they can play the game with 2GBVram.

I got the warning message once about running out of VRAM.
but like you said it was still running smoothly even at 240 FPS on Uber Settings.
that being said i have now upgraded my System RAM with 2 sticks of 32 GB DDR4-3200 MHz, 64 GB total. and it has not come up with any warning messages after the upgrade.
Please Note: The 3200 MHz RAM runs at a maximum of 2933 MHz stock standard because that is what the i7-10750H can support (with out overclocking).
My crashes are for a different reason... when I switch settings to minimum I still get crashes in Riverside
The error shows up when loading is done and you can press a button to continue to the game, it can be bypassed once or set to "ignore" but still it is a bit weird.
I was playing at 1440p and everything maxed out so I had a small thought that maybe there is a possibility that it is using all the vram so I tuned down some settings but nah - no change. I also use the in game fps limiter at 144 (as I have a 144Hz monitor) to not stress out the gpu too much.
Something along the game files got wonky as the said error was more and more consistent and it carried over after restarting the game. Also while playing the Gunslinger Joe part of the DLC my savegame probably got corrupted at the robo-dog ride part as I can't load it up anymore. I get a message "can't write crash dump" and the game crashes when I try to load it up. This only affects my savegames on that dlc episode.
I need to verify my game files and see if it helps, still have the dlc to finish - even if it means restarting it.
I got tired of copying and pasting, have a good weekend.
