What I did is:
Disable cloud save for Wolfenstein II: The New Colossus in Steam.
Shut down Steam.
Delete the files and folders in c:\Users\*your username*\Saved Games\MachineGames\Wolfenstein II The New Colossus\base\
Set the compatible mode to Windows 8 and disable Fullscreen Optimization for the file NewColossus_x64vk.exe
Start Steam
Now start the game in safe mode, set up the game in options with your resolution and set graphics preset to Ultra or lower depending on your system specs, also disable Async Compute in advanced settings.
After you set up shut down the game.
Now enable cloud save, steam will ask if you want to keep or replace your save files, replace with the new ones on your computer.
Run the game and it should launch fine. This worked for me, no more BSOD.
Yes, if you follow what I did you have to start the game from the beginning.
I found this thread on steam community https://steamcommunity.com/app/612880/discussions/0/1692659769948578498/
on page 2 they mention adding this to the launch options for the game
+r_disableSteamOverlay 1 +r_enableAsyncCompute 0
Try this and see if it helps to fix the black screen.
