i've been over the sub from top to bottom 3 times, and he's not to be found. was told to check the shooting range, but he's not there, either

You find him in a little opening near the start of the shooting range, you gotta crouch into it and you should find him down there

Why are there so many NPC's around the ship saying they saw him in the dang, Kantine? Really throws you off.

IIRC, they point you towards canteen because Paris Jack was the last one who saw Wyatt before he disappeared.
Once you talk to Paris Jack, he will point you towards the shooting range.
