How the hell do I get the Ubercommando in the Nuclear Bunker!?

I'm doing the Enigma machine missions and I chose the Nuclear Bunker. I'm literally right outside the door of the Ubercommander, I can hear him screaming at me, but I can't get to him! I have the Battle Stilts or whatever they're called and I see an area where I could potentially climb up to but it refuses to let me climb it. I read a guide online and it says to "Turn on a compressor." What compressor? I don't see anything useful in the room. I looked up video guides and in one, a guy had a constrictor harness. In another he actually picked up a constrictor harness but I looked in the area where he found it and there is no harness.

How the hell do I get to this guy?

I've uninstalled the game but from memory you do need the constrictor harness to get to him, the harness "should" be very close to where he is, on the carts near where there is a mounted gun (which overlooks the lower level), on your left and backwards if you were using the gun. I'm not sure but I don't think you can climb to him.

I don't know anything about a compressor and I completed that level multiple times, I guess they meant constrictor. There's definitely no switch to access him.

Have you checked that you haven't already picked it up?

I'm pretty sure I haven't, and if I did it didn't pop up a tutorial. I looked in that area since that is where it was in the video I saw. I'll look again, altho if I did accidentally pick it up, how would I use it?

EDIT: Nevermind, I guess I did accidentally pick it up. I was running around randomly, did a slide to avoid an enemy, and B.J. slid under a cart. Huh.

In this case, find a tiny rectangular vent nearby, crouch and push down and forwards, you should be able to check if you've got something by checking your journal, tab next to perks I think.
