If anyone else finds they need to go back I recommend that mission, (Diner in Roswell). You spawn, kill one hooded badguy and then run down the alley, right past the truck and across the street into the Diner. Down the stairs, shoot the commander and pick up your card. Open the map, hit return to base and you're done. Very easy and very quick. 20 cards in as many trips but each trip is only a couple of minutes.
The last area is worth the effort but I was not a fan of working in the dark. Reminded me of the old Atart 1040 and the left right or straight movement (one step at a time) in "DungeonMaster". For the younger crowd, that was about 100 years ago, (1987 or so).

When I was doing this I did the nuclear Bunker a few times - while collecting when doing the Uberkommander missions which also have enigma code drops.
It's not grindy (much) - only a few more runs beyond the base game was needed to get enough.
