Getting all deathcards and last story mission?

I am about to approach the what I think is the final mission (board the Ausmerzer). I got everything from all the districts available on the map, but Venus is still locked. I need something like 15 cards to unlock the districts with the enigma machine.

I always killed all the commanders and got the enigma cards, but I don't nearly have enough to unlock the Venus district (I have 4 at the moment, and to unlock the districts is like 5+6+7). Before I start this story mission....should I farm enigma cards by repeating older districts? I thought the story would give me enough enigma cards to unlock all the districts.

Who finished the game and went for 100% completion maybe can help me out.

Grind...remember destiny? you did the same thing over and over for months...and months, then they wiped all your gear and swag for destiny2 and guess what? yup playing the same thing over and over.... guess they thought it would be fun in this game too!

Finish the story line. Then head to the map and kill the uberkommandants. Once you run out of cards replay and farm for more.

If you kill all commanders before Ausmerzer's mission you haven't enough Enigma codes to unlock all Ubercommanders, the fastest way I found is repeat Penthouse or Mesquite few times
