How to Return to Venus?

I cannot for the life of me figure out how to go back to Venus after the first mission there, even after talking to two NPCs about optional missions there and knowing the saucer is in the hangar. What do I have to do to return to Venus???

You select it on the war map like any other district, it's the planet icon in the bottom right corner.

I try that, but it shows all of the districts as locked off even though I've recieved missions based on venus.

You need to unlock districts via enigma machine

Is this how we get all the collectibles in the ODIN base? I see there's one behind some red locked doors in story mode but I can't figure out how to get back there.
