aight, try some of these, uninstall your gpu drivers, reinstall them clean. Update to latest driver.

Run the game and Steam as administrator:Right-click on the Steam shortcut or launcher and select Properties.
Navigate to the Compatibility tab.
Check the Run this program as an administrator checkbox.
Click Apply, then OK.
Check to see if your dedicated gpu is enabled in device manager over the onboard integrated if you have one.

If the above does not work you might try: "clear the download cache" at:
https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638
If that offers no solution then delete "appcache folder" and verify game cache again. Reboot.
