Report a translation problem
First, there is nothing written into the game coding that would restart your computer. If there was, it would be universally happening to everyone because, presumably, everyone is at some point modifying the graphic settings.
Second, this actually sounds like whatever settings you are choosing is drawing too much power from the your PSU (ie, it's not big enough), which then makes your computer reboot. Could be a short in the PSU, could be the PSU is of insufficient size to match the draw.
You can actually test this by simply running a GPU stress test. If it happens during the stress test, it's probably your power supply. Also, I assume you are blue screening and getting an error code since you didn't say you were. But if you are, the error code will tell you why it's happening.
This is not me telling you to get a better computer, this is me simply troubleshooting your issue. It's one thing to CTD or even a BSOD, but for your computer to just restart... I have only ever seen that in a shoddy PSU.
