Is Waylay broken?

I keep trying to waylay carts the action happens, stopping the npc carrying the cart, but then my guy does nothing but stand there, if i attack the npc with cart i click loot cart, my guy makes the hand grab animation, waylay skill goes up, but i dont gte any goods, despite there clearly being boxes etc on the cart, i know it works for hyrdmen from the den they stopped a cart on my order looted it and dropped summit off at the den, am i doing something wrong here?

Do you get any notifications at the top left or scrolls pop up at the left side?

yeah so ive tried it again, and no scolls and only notification is crime seen watchmen alerted, my guy makes the hand animations for waylay, but then just stands still not looting or anything no option to access and goods, just stands still and then the npc grabs cart again and continues on their way they defiantly had something on the carts as you can see items on it, thats when i click waylay then let it play out no further commands. other time i attacked the npc and right clicks the cart to loot, no loot, no pop up and i could keep spamming loot the cart and each time waylay skill would go up a level each time.
