No, you're right, it isn't. On the other hand I am not sure what you did in your playthrough and unless it's recorded, reciting step by step, moment by moment actions is quite difficult. It is possible, via flashing/performing 'intimate' acts near Frank and/or tricking him into combat without ever speaking directly to him, that you can miss the dialogue line(s) with him where he explains to the player his thoughts on booze, which in turn gives the player a logical reason to actually ask Frank about the bottle.
That being said, this isn't exactly supposed to be a hardcore or "pure" logic/puzzle game, so as I mentioned to a previous poster we are going to look into making this mechanic more intuitive.
Why can we ask Derek for a water bottle then? I select "I desperatly need a water bottle" when talking to Derek and nothing happens. I can't get the empty bottle because Frank watches it (and I am not allowed when Frank goes to punch Patrick).
