You don't need to *get* them. Amy needs a picture of someone in American Flag underwear, not the underwear itself. The scavenger hunt step to obtain a pair of underwear is a previous quest step.

Once you get Brittney in the hottub, she will strip down to her panties which is an american flag pattern. Once she is in the hot tub wearing them, go tell amy and she will walk to the tub and take a pic of them.....
