check the empty vodka bottle on the table then speak to frank asking if you can grab it then just fill it with water

Had the same problem, I saw to bottle and though that was what I needed. But with Frank, I though that I couldn't pick it up because I missed the chance. Nope, was just because I didn't used the Inspect option. Silly thing. =P
