Can't get rum

So, I'm trying to do katherine's story line. I've talked to her, then talked to frank. But when I talk to Katherine again, the option to say that Frank is guarding the alchol doesn't come up. When I get the empty vodka bottle and talk to Frank, the option to tell him that we'll put in a good word for him doesn't come up.

Hi, what choices did you make, specifically? To my knowledge the only "game breaking" issue we have had in a very long time with that quest line was the water bottle, but that has been fixed.

Also, what other quests, if any, did you do prior to this issue occurring?

I tried restarting and doing that quest first. Basically, I would talk to katherine first, until it kicks me out of the conversation. I would then talk to frank before asking Katherine what kind of drink she liked. The option to say that Frank was guarding the alchol would not come up, even though I was able to ask frank what he thought about Katherine, and tell katherine that Frank liked her.

It get the sense that there is a step missing in this sequence, and I just ran through it real quick in the Steam version and it's working as intended. Katherine is pretty touchy about the player's attitude so you need to get through the greeting, the "need" dialogue choice, and questions about her phone, boyfriend, and drink without making her mad, and then the dialogue that connects her, Frank, and the camera to getting booze will open up.
