Can't trigger a conversation about taking Madison to see the penguin. How do I solve this.

Talk to ashley about the penguin, ask her if you can take it. after that, you can put it in your inventory, and then you can "use" the penguin with the dresser.

Or maybe they already have the penguin on display, but don't have it fully "assembled" yet. Remember that there are three important pieces that need to be added to make it more than just an ordinary penguin.
