For the Liz Katz "unlockable" outfits, you just need to earn a couple achievements. For the Elf outfit, you need Dancing for Gold Coins - that one is when you get her to change into her elf outfit. And for the Detective Dress you need Elementary, My Dear Player - You get that one from completing Liz Katz story. If you have them on Steam and the outfits aren't there, another thing that could cause this is if your achievements.log file got deleted. --- or also if you're playing on a new/different computer. You can add the achievement codes to the log file manually (just know that this will prevent you from getting them on Steam if you don't have them). If you want to do this, you can add the codes below each on their own line:
The code for Elementary, My Dear Player is 5d311331-7940-4a41-8a5a-37779dc2fb2d
And the code for Dancing for Gold Coins is a6a4ef15-9866-44ea-8b06-74c5deb66a8a
