When it comes to un-hooking Ashleys bra , the game says that I have to wait a fem minutes.

Why ? I have a hunch that I need to do something else first, but I need Vickies phonenumber.

Depending on what content you are currently pursuing (and if you've already untied Ashley's top at least once) there could be a temporary lockout, yeah. Otherwise, if you are progressing straight from the start of a new game to getting Vickie's number by going for the Madison-Ashley top prank, there will not be a lockout. Depends on what the exact game message is.

"I think I can wait at least a few more minutes before..." is the game message I get when I try to untie her bra.

And it IS the Madison-Ashley top-prank i'm trying to play.

You must be in the middle of the Madison Drunk and Disorderly quest, where Madison is judging other NPCs. The criteria to see that exact message are (and all of these must be met, or that message will not appear):

• Player has not yet seen Ashley Dialogue 12: "You ******* *******! Get the **** away from me!"
  
• Madison Value "MadisonBeJudging" is 1 (this is only 1 when she is following you around after you give her booze)
  
• Player Value "PlanOnHold" is 1 (set any number of times that some of Ashley's content gets "paused")

So, finish up with Madison and then you should be all set.

That's odd, because I haven't started giving anyone any booze to drink? Not Ashley nor Madison. I just gave those Natty Lite's to Frank.

But I did run that hole sky-aninmal thing. Could that havd started the DnD?

So, this means the Plan (you and Ashley vs. Madison) is on hold for some reason. This happens if she is waiting for you to finish some Redemption (apology) related content, or if you are in the middle of any of her Change of Heart/Humiliate content prior to completing or failing them.
