I am setting up a test account on another computer that will exclusively use the Thai language and regional settings. I will get back to you in a few for a local (on your PC) "fix" or workaround.

If so, then all you need to do is follow the instructions below. These are entirely reversable and should only take a minute to do. Just be sure that you do not currently have any apps running on your PC that are dependent upon using your current date/time format:
See this collection of screenshots for how this was done on a test PC. I was able to reproduce your problem, and then fix it, and then revert back to Thai regional settings very quickly:
