Forcing black bars and aspect ratio for widescreen possible?

Hi, is there a way to have a different aspect ratio and having black bars? I'm currently widescreen 21:9 monitor, but would like to force 16:9 with black bars on the sides.
Changing the resolution just stretches out the resolution over widescreen. Lowering the resolution in windows to 16:9 res, also does not work in game, only in windows itself.

I'm using a Nvidia GPU.
Would appreciate any help.

Make a custom resolution in Nvidia control panel.For example 1440x1080 will imitate 1024x768 black bars but with no blur (like if u make it 1024x768 instead).
After that go to display options (in same panel) and chose - "no scaling" option.
Go in game and choose custom resolution you created with no scaling.

NVIDIA Control Panel -> Adjust desktop size and position -> Scaling -> No scaling
This is the best and cleanest method.
