You can try putting it there manually (or changing if it exists already) with Notepad or any kind of non-fancy text editor. Note that there is a comma after each setting, except the last one, this structure has to be preserved.
Oh man... I know that. The issue is way more complicated. I've tried thousands of solutions. Even reinstalled windows to get there. I've tried changing all permissions etc. for the files for Steam for QC. I've even tried changing the name of my gfx card in regedit because I thought that might've been the case. I need more complex solutions than changing it to "0".
What happens is: My config is saved with textures "0" (I can save it from the game by clicking save in Video tab, or I can do it manually), but when I run the game it replaces the WHOLE file with another one where there is value "2".
You have inheritable security permissions issue. Run a sfc scan and fix + check drive/main directory. Could also be a gpsec issue for user/group.
