Also keep in mind that lower settings often pushes "performance" off the gpu onto the cpu (which for alot of pepople is sig worse performance wise).
What is the end result? Does it freeze the program? Lock up or crash, or simply kick you back into windows?

Latency deviation. Latency almost never follows a normal Gaussian or Poisson distribution, so looking at averages, medians, and even standard deviations is useless. Latency tends to be heavily multimodal, and part of this is attributed to “hiccups” in response time.
Especially true when connecting to external networks...
For example, I've got fiber optic network here. But my deviation is still all over the place. In some places, it's barely nothing, in others, it hops around erratically. This can express itself in all sorts of ways, from "stuttering" to peak time "traffic" issues that make the network unplayable or even incapable of connection in extreme circumstances....
