His hitbox is gigantic and he melts to lg, also the charge is useless in close combat because the damage it deals depends on his speed. If you let him run for a while and gain speed it hurts a lot, but if he just tries to randomy do it point blank it deals crap damage.
Because of this, he has to start charging at medium distance where you have plenty of time to react with a rocketjump, or just dodge him which is definitly possible. The only place it's really good is in tight corridors where he can start charging behind a wall before you can see him and you can't get away. Just gotta avoid getting ambushed in those places.
Good thing you can switch your champion during a match.

Also, because his contact damage is pretty high, he can just bump you and then shoot for a quick kill. 25 damage minimum, with damage increasing to 75 the faster he's moving. With this in mind, finding high ground works well against him and his active ability. If you can afford to rocket jump away, doing so will completely neuter his charge's effectiveness.
