Okay that's why I was confused. On the PS5 it unlocks it all at once at the very beginning so since it didn't do that on Steam I was concerned some of it was missing or didn't install correctly.
Well, actually yes that does happen if the game doesn't install correctly. That's happened to me before with other games where content was missing. The reason I asked is because I originally played it on PS4 when it first launched and when the first DLC released, it would give you an option at the start of every new game to skip to level 80 so you could do the DLC immediately. On top of that, on PS5 the DLC unlocks and tells you about all the changes right at the beginning but it doesn't do that on the Deluxe version that's on Steam, so yeah I was worried something didn't install correctly and wanted to confirm it all actually came with it.
