DLC question

Ive been trying to go for legendary weapons and Ive seen that you get some rare materials from the DLCs. Since this is the deluxe edition it comes with all DLC, do we get the rare materials on steam? If so where do I find them at?

At the plaza from the masked guy

At the plaza should be a guy with helmet and treasure chest (s). After a certain point of the story there will be two of them, sitting next to each other, and one of them (I guess it was the left one) will give them to you when u talk to him

At some point of Abyss of Shrine Maiden DLC,chapter 2 of that DLC maybe,I forgot which one,there will be 2 masked guys and one of them will give you everything for a legendary weapon,at the same point tasks for Paragon weapons will be unlocked,which requires tier 3 legendary,same guy tells about upgrade routes.
