Legendary tier weapons are normally dropped by NM enemies. The Elucidator, and Dark Repulser, are obtained after beating the 100th floor boss in the infinite dungeon.

NM enemies are like mini bosses that you can find in most areas, they are normally pretty easy to spot. You will know one when you see one.
