1. do skill chains to fill stagger bar
2. after filling, you have 10 sec to do damage (use dps buffs on 90% stagger)
3. repeat from 1
ps. on 25% boss will change form and becomes very angry shining piece of pain. be ready

On top of that, ensure your healing NPCs have Healer Fusion 5 and maybe bring a really solid tank with Tank Fusion 5 that can draw aggro if you're struggling to keep him away from you or your healers

& Ofc learn the boss pattern, there's always this one attack that u can easily wiped out if you're not ready

Btw, it took me around 2-3x stagger per health bar, so it's around 8-12 stagger to kill
