That could be a lot of stuff really. GPU drivers, GPU settings, antivirus, Shaders recompiling after a driver update, something throttleing from heat.
Easiest thing to try first is clearing the "directx shader cache". type disk cleanup in the taskbar, press enter. in the selection menu youll see "directx shader cache" if you clear that it might help.
If that doesnt fix it, do you have the game locked to 60fps? in the nvidia driver panel?
Massive intermittent FPS drops are a solid indicator of throttling.
1)You have GSYNC enabled?
2) I wouldn't expect thermal throttling to happen that quickly.
3) on my desktop setup I had to force 60FPS (60Hz monitor) even though VSYNC was enabled to get rid of a weird juddering that made the game not feel smooth.
4) I've seen big FPS drops in rare games where they drop in MULTIPLES of the refresh (60FPS to 30FPS then 20FPS then 15FPS..) but I wouldn't expect that here.
5) Adaptive VSYNC... could force this on in NVidia CP for just this game. It simply enforce VSYNC (i.e. 60FPS/60Hz) and then disables VSYNC if you can't output 60FPS (or your monitor's refresh).
Again, you shouldn't need that but then I shouldn't need to CLAMP the FPS to make it smooth.
6) Shader compilation?
I just started the game but haven't had much issues yet (one hour). You can't do much about this but then EVERYBODY should have the same issue.

I have the same problem. started on the level with a huge cube. after launching 144 fps but almost after a minute or even earlier drops to 15 fps and then stays like that
Just used everything at once, and it worked!

Step 1) Launch the game with DirectX 11
-dx11 or -d3d11
Step 2) Do a clean installation of graphics driver.

Step 3) Allow the game exe file to antivirus or Windows Security.
Step 4) Verify the game files.

Step 6) Update Windows to the latest version
Step 7) Run the game as an administrator, Try launching the game from installation folder.
Step 8) Laptop users with dual graphics card run the game on dedicated graphics card.
Step 9) Disable steam overlay, also close other overlay application, Disable Steam cloud save, perform clean boot, close all the overclocking and background application.
Step 10) Try to lower down graphics settings
Step 11) Uninstall and reinstall the game
