You can accidentally waste all your upgrade points on nothing
It said I could unlock/upgrade new badges after another rank up. I've went to the manual badge page and pressed on the empty badge slot. It asked me if I want to upgrade the badge which I've already done (i.e. last purchased upgrade), I've answered yes, lost a point and nothing happend. Could repeat until I've lost all my points.

I'm not sure what you are implying or talking about. Afaik, the only things that are able to be "upgraded" are you psi abilities. It's what you use you level up points on. And there are exactly enough to level up all your psi abilities to max. The badges are static and change characteristics of the psi abilities. Maybe you were spending points on the psi abilities and not realizing it. The only upgradable thing in the game are your money, health and psi pouches.

I just wonder if there's a cap to how many cores can you buy? There was one in the first game but here I went over 10 and I could still buy more.

There's not. I burned a LOT of money to check it. That being said, after you can equip the discount and double money badges and farm, it's not like it wasn't easy to get back.

Can you name a badge you have? Because we are unsure if you mean pins or psipowers.

If you mean psipowers you should be able to resett your allocation of points as far as I know.

I don't get the confusion. I've never said pins. I don't think you can even upgrade them. I've only mentioned psi power badges.
I hope it'd be made super clear with the screenshot.
Here I've upgraded Levitation to lvl 2:

Then I clicked on the empty space (where a new badge will likely appear) below Levitation and it asked if I want to purchase the same lvl 2 upgrade again:

I don't want to try, but I'm not certain that If I reset it'd correctly return the invested credits.

Edit: nevermind I think I've dreamed up a respecc feature that doesn't exist. I could have sworn there was a way to refund intern credits, but I can't find it now.

So, I just tested in my game, and there's gotta be a bug in yours. With a controller, I can't even navigate to an empty space, and if I click on one with a mouse I just get an error noise.

Yes, you need to use a mouse. I get the error noise if I haven't purchased anything in that play session yet. Just do any kind of upgrade and click with the mouse on the empty space and you'll get the upgrade message again instead of the error noise.
