Report a translation problem
I mean that if you click on an empty space (there further badges are supposed to be) in you manual, the game would ask if you want to upgrade some badge, there the upgrade is the last one you've looked at. So, for example, if you upgrade some badge to lvl. 2, then click on an empty space, the game will ask if you want to do the same lvl 2 upgrade. If you answer yes, you'll just waste your badge credits.
If you mean psipowers you should be able to resett your allocation of points as far as I know.
I hope it'd be made super clear with the screenshot.
Here I've upgraded Levitation to lvl 2:

Then I clicked on the empty space (where a new badge will likely appear) below Levitation and it asked if I want to purchase the same lvl 2 upgrade again:

I don't want to try, but I'm not certain that If I reset it'd correctly return the invested credits.
Yes, you need to use a mouse. I get the error noise if I haven't purchased anything in that play session yet. Just do any kind of upgrade and click with the mouse on the empty space and you'll get the upgrade message again instead of the error noise.
