What does using Clairvoyance on the mice do?

There's a few rats (and people) running around the Motherlobe that have Clairvoyance marks over their heads. But I'm not exactly sure what the point is? I mean, it's always a treat seeing how others see Raz through clairvoyance, so what makes them special?

with the rats, there's also that little arrow, I thought the goal was to chase them back into their mouse hole in the walls but it's seemingly impossible to do that, so I gave up. I read something them hinting at hidden psitanium, but I haven't found any yet.

I'm probably just dumb as hell. But can someone explain?
