Fps issue

I tried and tried nothing seems to help me go above 64 fps. I have a 144hz monitor, 2080 ti etc I should move this game at the speed I want but....nothing. I found another post and changed the max fps but also doesn't help. Unless a more reliable fix is found I give up with this game, is not a huge problem...is annoying.
