coin guard merchandise is broken

so i do the quest to the point were you gotta tell the quartermaster you were succsesfull but he doesn't get marked and it doesn't complete when you tell him not sure if it's because i didn't go the sleeping powder route or what but i tried 2 different route's and both had the same issue.

never mind the quest progession is just stupid i just relized it say's to talk to the person on the island without talking to the guy at the starting city to tell you that you need to talk to the person on the island.
