Does the +1 charisma make a difference at talent 3 ?

I have a cape with +1 charisma. Does it make a difference if you are at skill +3 ? I am right now at +2 , and I was thinking that if it makes no difference I don#t need to invest another talent points in charisma... If it makes a difference and even at +3 the cape help (for a +4 total) I would invest into charisma.

No, level 3 is the max, if you wear a +1 whatever talent clothing, if you already are at level 3 of it, it does nothing.

You don't have to invest points in charisma at all as long as you wear a +1 charisma cape, at least if you are okay with saving/reloading until your charisma attempt succeeds.

Higher charisma does increase the success chance. I do not know if going over +3 has any benefits however.

While that is true for speech checks, Charisma level also buffs your companions in fights.
A lot. At level 3 they are very good, even on higher difficulties.
Also the merchant discount is not that bad either.
