Is there any way to kill all 3 lieutenants and kill Torsten?

Anytime I dealt with all the lieutenants he escaped at the port but I had one save where I arrested the first 2, went and found the letter detailing his escape and was able to cut him off in front of the coin guard building but it failed the 3rd lieutenant...

I think you get all 3 if you convince the other lieutenants body guards to stand down while you kill them.

Yes, that's how i did it and i caught all the merry company.

Torsten is not at the port in my version. Reloading didn't help so far. Found that letter, tho

So in which order did you arrest the lieutenants? And you arrested all 3 then read Torstens letter and were able to catch him before he fled?

I got it, I think you need to deal with all 3 lieutenants before reading Torstens letter
