Petrus Can't Join The Team

I wanted to include him on a quest, but there is a red lock icon by his name when I compose the team. I didn't chose his city to save from the Coin Guards, so I wonder if that is the reason...If so, is he forever unable to join? Or is there something else going on? My states with them is Suspicious...

when checking the team you will see at the top the number of people you can have in the team. To get him into the team you will have to remove one of your other members. There is a good mod that will let you construct the team with as many members as you like if you use mods.

Thanks, but that is not the problem. Petrus can't join even if I drop one or both of the other companions--still seeing the red padlock icon and I get a message that "this character can not join the team" (or words to that effect).
There is a funny bug that allowed me to let Petrus speak in a dialogue, even though he was NOT in the party! He was pretty convincing too...heh...

hmm strange. I don't think he officially joins party until after you've spoken to the cardinal mother. I think. Good luck with finding a solution

Yes, I am well beyond first contact with the Cardinal. Was doing the quest to search her quarters (after the Coin Guard Revolt so she is not in the city any longer). That is why I wanted Petrus in the party...it is his city and his faction...

I havent had the coinguard revolt. I may have screwed up somewhere . I think I stopped the revolt by completing Kurts loyalty missions. Unless its still to happen. I've restarted the game a few times because of doing stuff in the wrong order lol

I didn't get around to Kurt's loyalty missions, and unfortunately had to kill him during the revolt. Looks as if the game can take different paths depending on your actions or inaction, which is cool and gives it some replay value...During the Coin Guard attempted coup, I had to chose whether to save Petrus' city/faction or the other one. I chose the latter, which may be why Petrus won't join my party now--at least that is the only reason I can think of...

Well, the problem has been solved...sort of...I did Petrus' loyalty quest to investigate the Cardinal Mother--but without Petrus as explained above. He did join in several of the conversations remotely though, even though I could not add him to my party. Then after completing the quest, I gained 3 points of reputation with him, and now can include him in my party once again...very strange...
