Report a translation problem
Killed the 3 lieutenants first then got him in the streets as he was making his escape.
There may be a condition you have to meet to do this, not sure. I think you find a letter about Torsten's escape plan in his office so maybe thats it.
1. Went to the tavern, bribed the dude in order to get downstairs.
2. Met one of the lieutenants with a group of coin guard. Passed a charisma or intuition test (don't remember which), so I only had to fight the lieutenant. Went on to the next room (brothel) -- same thing. Passed some test (or maybe it was Kurt who spoke for me?), only had to fight the bad guy.
3. First I tried to go on through the brothel into the barracks, but once I realized that means I have to fight coin guard and lose reputation, I reloaded to right after I killed the second lieutenant (in the brothel). Went outside the same way I got in, went to the side of the tavern (eastern wall). Found a wooden scaffold, climbed up it and snuck directly into the second floor of the barracks.
4. Met a group of young recruits who just let me pass by.
5. Found the third lieutenant in one of the rooms. Had no option for dialogue so I had to fight him AND his coin guard. Caused me to lose 1 reputation with them. It's no big deal because if you do their questline you get enough rep to still be friendly even if you piss them off, but I still would have liked to find a way to avoid it. If anyone knows a method, please post it.
6. Went on to the commander's office (one room next to where I found the 3rd lieutenant). Found a letter saying he's making a run for it. Went downstairs, exited through the main door of the barracks, a cutscene started as soon as I stepped out of the door.
7. The cutscene showed the commander trying to make a run for it and me catching him in the last minute. Fight starts. Win fight, get all objectives.

Kurt was with me all along, maybe that changes something.
So it sounds like you just have to take the direct approach and go into the tavern first to get them all. Too bad, I thought I was being sneaky by going in via the scaffolding to the upper floor first. I'll know better next time.
