I found a cog sneaking around and I found a door. I am guessing that there should be a way to reach the "plateau ruin" but I have found no way to use the cog... There is a tunnel visible south west but I cannot access it. Anybody has an idea here how to open the iron portcullis door ?

Potentially maybe I am too early there and it is used for a later quest...

I was going to ask the same.
I found the note where the miners are talking about the broken mechanism of the door.
I found the recipe for the cog, and I made it, but I don't know how to use it. There is a wheel near the gate on the upper level but there's no way to interact with it.

I'm guessing it'll be a quest later on in game i came to that point at around level 10ish as well and didn't know so i left the area

You do get a quest to go to the ruins above the mine later and it's a msq.
