charlatan will you see him again if you free him

i want to nk if thers a chance to meat up with the charlatan after freeing him potentially. getting some other quests related to him later in story or a possible merchent.or is this game handling side quests like this as a once of thing. is there bigger picture thing goin on here or should i just treat all quests as how do i want to gain rep with said faction rather than individual people. seems rather underwhelming if all you get is rep or negative rep for a faction(exluding items)

i can see some cool options here if they wer to alow you to see him again. like if u coverd up you helping him he potentially gets captured later(could be a futere quest) and can net you more negative rep then if you just toled the truthe to begin with. or helping him fina a cure later.

Isn't he fleeing to another country or something if you let him go? I highly doubt we will see him again, but maybe.
